Central Treasury Management

Central Treasury Management is a two-day workshop that provides an interesting and informative insight into the treasury management and funding activities of a central financing authority.

Learn about the issuance of debt to fund public services, and the measures and techniques used to manage a range of financial risks in order to ensure the best value for money for business units and clients.

The workshop combines class discussions with practical exercises, giving you the opportunity to apply the techniques you learn in a real-life context. The material is presented in an easy-to-understand manner and contextualised for the public sector.

  • Financial risk management frameworks and liability management
  • Role of the corporate treasury
  • Risk, including interest rate, exchange rate, commodity price and credit
  • Yield curves
  • Bond pricing
  • Measures of risk, including duration
  • Economic fundamentals
  • Financial market instruments, including physicals, bonds, futures, interest rate swaps, cross currency swaps and commercial paper
  • Bid/offer rates
  • Managing foreign exchange and commodity exposures
  • Wholesale debt issuance

Who should attend?

The workshop is designed to assist board members, chief executive officers, finance and treasury managers and staff responsible for financial risk management. No knowledge of the topics is assumed; participants with prior experience may find the workshop useful to refresh and extend their knowledge, as well as participate in the challenge of the simulation.

Outcomes

At the completion of the workshop participants will be able to understand the:

  • role and functions of a central treasury in the public sector
  • function of a wholesale debt issuance program and the strategies that underpin it
  • financial instruments involved in managing a debt funding portfolio and how these instruments are used
  • concepts of interest rate, commodity, credit and foreign exchange risk, and the importance of managing them effectively
  • cash flow implications of managing a debt funding portfolio, and the
  • need for good financial governance and what that looks like.

In addition, participants will be able to:

  • develop a borrowing and liability management framework, and
  • interpret economic information and use it to develop and implement market strategies.

Practical exercises

Become the manager of a central treasury authority that provides funding and financial support to public sector organisations and their business units in this fascinating simulation. Work in small teams to meet your clients’ unique funding requirements and risk tolerance to achieve the lowest possible cost of funds within the context of managing a large debt portfolio.
