Emissions Accounting and Reporting for Queensland

Are you receiving stakeholder questions on greenhouse gas emissions and not sure what they are or how you should be trying to measure them?

This one-day course equips public sector professionals with the skills and knowledge to meet the state’s new emissions reporting requirements. Participants will gain a comprehensive understanding of greenhouse gas (GHG) emissions accounting and reporting obligations within the public sector.

The course focuses on data classification for Queensland Treasury’s Emissions Accounting Entity Emissions Tool to enhance transparency, compliance, and emissions management across agencies and departments. The course will also explore Treasury’s Emissions Accounting Entity Guidance, the Financial Accountability Act 2009, alongside emerging disclosure requirements under ASRS S2 and broader initiatives such as the Queensland Government Sustainability Report.

Participants will gain a clear understanding of emissions terminology, the structure of Scope 1, Scope 2, and Scope 3 emissions, and the categories within each scope. Through interactive sessions and case studies, participants will gain familiarity with the reporting requirements in line with Queensland Treasury’s Entity Emissions Tool, learn to set organisational and operational boundaries, and develop strategies for data quality and risk management.

What are the course learning outcomes?

By the end of this course, participants will be able to:

  • Explain the fundamentals of greenhouse gas emissions and the terminology used in GHG accounting.
  • Interpret key regulatory and reporting frameworks relevant to Queensland Government agencies.
  • Distinguish between Scope 1, Scope 2, and Scope 3 emissions and identify and resolve data collection challenges.
  • Define organisational and operational boundaries to ensure accurate emissions reporting and compliance with Queensland Treasury guidance.
  • Implement strategies that use consistent reporting principles to structure data collection and reporting in line with Queensland Treasury guidance.

  • Practical approaches to addressing reporting challenges.

Who is this course suited to?

This foundational course is designed for Queensland public sector employees responsible for sourcing and collating emissions accounting data for Queensland Treasury reporting requirements in addition to those considering organisational emissions in corporate strategy and performance. Relevant divisions may include procurement, finance, sustainability, governance, compliance, reporting, asset management and strategy teams.

No prior knowledge of the topics or public sector processes are assumed.
